The National Railway Equipment Company in the United States built these locomotives as demonstration units and offered them to companies wanting to trial GenSet (generator set) locomotive technology. GenSet involves the use of multiple smaller engines instead of one large engine. Different engines can be started and stopped independently, making them more efficient when used for shunting and light duties. Although these two units underwent trials in 2013, they did not enter service immediately and were stored, eventually being leased by Southern Shorthaul Railroad.
